February 12, 2020 – Riviera Beach, FL – The Riviera Beach Community Redevelopment Agency (RBCRA) and City of Riviera Beach City Manager begin preliminary negotiations with APD Solutions Real Estate Group (APD) and Tezral Partners LLC, for the development of the Riviera Beach Marina, Phase II.
APD Solutions based in Atlanta and Tezral Partners based in West Palm Beach were competitors in the city’s 2018 RFP process for the continued development of Marina Village. APD ranked the highest and Tezral was a close second. At the suggestion of the CRA Board the two teams merged efforts to allow for greater participation of a local firm. The newly found partnership entitled APD-Tezral will be a joint venture between the two minority-owned firms.
Original proposals for the development were initially submitted by each firm in July 2018. On May 1, 2019, RBCRA staff requested permission from the CRA board to collect a unified proposal from APD and Tezral. On July 22, 2019, APD-Tezral replied with a joint proposal, meeting all requirements. On October 9, the CRA board voted to proceed with negotiations of a development agreement and the first meeting with all parties was held on January 8, 2020. “We are honored to have been selected as a result of a rigorous procurement process. With our local partner, Tezral, we plan to make the Riviera Beach Marina Village a destination of choice that empowers community residents with economic opportunity,” said Vaughn Irons, CEO of APD Solutions.
The proposed Phase II returns Tony Brown of the Principal of Tezral and former RBCRA Executive Director, to play a leading role in the redevelopment of Riviera Beach. “As the other co-manager of this venture, Tezral Partners are pleased to be teamed with APD Solutions and we now have the opportunity to complete the work we started.” Our proposal will complete the redevelopment and provide opportunities for the local community to invest, work as sub-contractors, and secure jobs for local residents from the success of our redevelopment efforts, said Brown.
