China has stepped up a gear to build an important world talent center and a high round for innovation. To make networking and gather talents, the 2021 Convention on Exchange of Overseas Talents and the 23rd Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (hereinafter referred to as “OCS 2021”) was held online on December 17.
The theme of this year’s OCS main forum is “fostering open cooperation and promoting high-level self-reliance in science and technology”. Top domestic and foreign experts and scholars were invited to share their insights in areas such as talent cultivation, industrial development, technological cooperation, and government leadership. The participants brainstormed and offered suggestions for building a high ground for high-level talents in the Guangdong-Hong Kong-Macao Greater Bay Area.
After over 20 years of development, the OCS has become the preferred brand for communication for overseas Chinese students, and a platform that provides “one-stop” matchmaking services for the progress of outstanding overseas innovative talents in Guangzhou. In view of this, we are required to make early and pilot implementation of measures, build first-class universities and comprehensive national science centers, and cultivate an international, market-oriented, and globally competitive remuneration and entrepreneurship environment. At the same time, it is necessary to formulate an internationally competitive policy for attracting, cultivating and making good use of talents.
We have a greater need than ever to strengthen open cooperation in science and technology and the exchanges of innovative talents. At the OCS 2021, participants discussed frontier scientific and technological issues such as artificial intelligence and digital economy, biological sciences, and new energy, so that scientific and technological workers from China and even all over the world can communicate and cooperate.
