Last month, to combat overcrowded state prisons, the California Department of Corrections announced new controversial regulations under Proposition 57 that are estimated to result in the early release of nearly 10,000 inmates. The new guidelines qualify convicted criminals for early parole who have committed non-violent offenses, such as property offenses like burglary, larceny and trespassing.
