ODA Testing Protocols Reshape Hemp Crop Cycles in Oregon

“Tracking plant growth and environmental conditions helps us predict when potency levels might approach the threshold, allowing us to adjust watering schedules or shade techniques to keep everything compliant.”
Pre-Harvest and Post-Harvest Requirements Set New Timelines for Local Farmers

As Oregon’s hemp market continues to expand, the role of the Oregon Department of Agriculture (ODA) in setting and enforcing testing protocols has become increasingly pivotal. Mandatory pre-harvest and post-harvest testing ensure crops remain below the legal 0.3% Delta-9 limit, but these protocols also influence every phase of a hemp farm’s production cycle—from planting schedules to final product release.

One farm at the forefront of adapting to these regulations is Hemp Flower Co., based in Oregon’s fertile Willamette Valley. Michal P., the Founder of Hemp Flower Co., shares insights into how ODA’s rules shape the daily operations of a successful hemp enterprise.

“Compliance is our top priority,” Michal P. says. “But it’s not just about meeting the potency threshold; it’s also about timing. We plan our entire season around the testing window. If we don’t factor in pre-harvest and post-harvest sampling, we risk going over potency limits or missing optimal harvest times.”

Pre-Harvest Testing and Timing

Under ODA guidelines, farmers are required to submit samples for potency analysis before harvesting their hemp crops. This testing typically occurs within a specific window—often 15 to 30 days prior to the anticipated harvest date. For growers like Hemp Flower Co., this creates a precise countdown in which the plants must be sampled, transported to a testing lab, and cleared for compliance.

“Pre-harvest testing is nerve-wracking in some ways,” Michal P. explains. “We have to choose a sampling day that aligns with the lab’s turnaround time. If results are delayed, it can push our harvest schedule back, risking overexposure of the plants to potential weather issues or a spike in potency.”

The Post-Harvest Challenge

The testing journey doesn’t end once hemp flowers are cut and cured. After harvest, the ODA also mandates post-harvest testing for certain products to confirm that processing methods haven’t altered potency content. This additional step can further stretch the timeline.

“It’s not unusual to wait on final lab results before we can package and distribute our products,” Michal P. notes. “While it ensures quality and safety for consumers, it also impacts our cash flow. We’ve learned to factor in an extra buffer of time to accommodate any testing or paperwork delays.”

Strategic Adaptations

To navigate these testing protocols effectively, Hemp Flower Co. relies on careful planning and robust record-keeping. They schedule staggered plantings, leverage faster-testing lab options when possible, and closely monitor environmental variables—such as humidity and sunlight—that can affect cannabinoid development.

“We’ve integrated data-driven analytics into our operations,” Michal P. says. “Tracking plant growth and environmental conditions helps us predict when potency levels might approach the threshold, allowing us to adjust watering schedules or shade techniques to keep everything compliant.”

Looking Ahead

Despite the logistical hurdles, farmers like Michal P. appreciate the clarity and consumer trust that come with strict ODA testing requirements. By enforcing consistent standards across the state, Oregon is poised to maintain its reputation for high-quality, legally compliant hemp products.

Suffolk County Drug Attorney Jason Bassett Releases Article on Drug Laws in New York

Suffolk County drug attorney Jason Bassett of the Law Offices of Jason Bassett, P.C. has published an informative article explaining New York’s drug laws and the potential consequences of a drug-related conviction. The article outlines how the state classifies controlled substances, the severity of various charges, and the legal options available to those facing prosecution.

Drug offenses in New York are governed by state laws that regulate the possession, sale, and distribution of controlled substances. Suffolk County drug attorney Jason Bassett explains that the seriousness of a charge depends on the type and quantity of the drug involved. “Even a small amount of a controlled substance can result in criminal charges, and the penalties increase dramatically when distribution or intent to sell is alleged,” he states.

New York categorizes drugs into schedules, with substances like heroin and cocaine treated more severely than marijuana or certain prescription medications. The Suffolk County drug attorney emphasizes that even a first offense can carry jail time, probation, fines, and a permanent criminal record. “The stakes are high, and a drug conviction can have consequences that last a lifetime,” Jason Bassett explains.

In the article, Jason Bassett also discusses the distinction between simple possession and possession with intent to sell. The latter charge does not require evidence of an actual sale—only proof that the individual intended to distribute the drugs. This can include the quantity of drugs found, the presence of packaging materials, scales, large amounts of cash, or communications about drug transactions. “Intent to sell is often inferred from circumstantial evidence, which is why these cases can be aggressively challenged in court,” he notes.

Search and seizure issues frequently arise in drug cases. Jason Bassett explains that if law enforcement violates an individual’s constitutional rights during a search, such as entering a home without a warrant or stopping a vehicle without probable cause, the evidence may be suppressed. “One of the most important parts of any drug case is determining whether the police acted within the bounds of the law when they collected the evidence,” he says.

There are also alternatives to incarceration in certain cases. The Suffolk County drug attorney points out that New York offers diversion programs, such as drug treatment courts, for eligible nonviolent offenders. These programs focus on rehabilitation rather than punishment and may allow for charges to be reduced or dismissed upon successful completion. However, participation is not automatic and typically requires negotiation through legal counsel.

For individuals charged with drug crimes, the long-term implications can extend beyond the courtroom. A conviction may impact employment, housing, educational opportunities, and immigration status. Jason Bassett urges anyone facing a drug charge to take the matter seriously and consult a lawyer as soon as possible. “The earlier an attorney is involved, the more options are available for building a strong defense,” he advises.

Jason Bassett’s article provides essential information for anyone accused of a drug offense in New York. Understanding the legal landscape is the first step toward defending against serious charges and preserving one’s future.

Regenerative Agriculture Success Stories: Oregon Hemp Farms Lead the Way

“Shifting to regenerative methods required a learning curve, but the results speak for themselves: our yields have increased, and our hemp flower quality has consistently improved.”
Showcasing sustainable practices that boost soil health, protect ecosystems, and improve yields

Oregon’s hemp industry is gaining momentum thanks to a cadre of forward-thinking farms employing regenerative agriculture techniques. By focusing on crop rotation, organic fertilization, and promoting biodiversity, these growers are not only rejuvenating their land but also delivering higher-quality hemp flower that meets consumer demand for sustainability. One such success story can be found at Hemp Flower Co., a pioneering farm committed to restoring soil vitality through thoughtful, eco-friendly methods.

Renewing the Land, One Field at a Time

Regenerative agriculture centers on practices that restore the ecosystem’s natural balance, improving soil fertility and increasing resilience against pests and climate variability. Key elements include rotating crops to break up pest cycles, introducing beneficial insects and pollinators, and using organic compost or manure instead of synthetic fertilizers. Over time, these methods help rebuild soil structure, enhance nutrient content, and reduce runoff—ultimately fostering healthier plant growth.

“We knew early on that the future of hemp farming in Oregon couldn’t rely solely on conventional practices,” says Michal P., Founder of Hemp Flower Co. “Shifting to regenerative methods required a learning curve, but the results speak for themselves: our yields have increased, and our hemp flower quality has consistently improved.”

Concrete Benefits in Yield and Quality

Beyond soil health, farmers employing regenerative strategies often see tangible gains in crop performance. According to Michal P., Hemp Flower Co. noticed a measurable difference within the first two growing seasons of implementing these practices. Plants developed stronger root systems, were better able to resist pests, and showcased more robust cannabinoid and terpene profiles—key indicators of high-quality hemp flower.

“Our hemp strains display richer aromas and more vibrant colorations,” Michal P. adds. “We attribute this directly to enhanced soil fertility, which nurtures the plant throughout its life cycle. With healthier soil, we can rely less on chemical inputs while still achieving superior yields.”

A Blueprint for Eco-Conscious Farming

Oregon’s fertile valleys and moderate climate have made it a hotspot for hemp cultivation. As consumer interest in organic and eco-friendly products grows, regenerative agriculture offers a compelling path forward. The state’s hemp sector, regulated by the Oregon Department of Agriculture (ODA), supports this shift by setting stringent guidelines for cultivation and product testing—ensuring that farmers can meet both environmental goals and market demands.

“We see regenerative agriculture as part of Oregon’s agricultural identity,” Michal P. explains. “It aligns with the state’s reputation for quality, safety, and stewardship of the land. If we can share what’s worked for us, hopefully other farms—hemp or otherwise—can adopt similar methods.”

Looking Ahead

With more Oregon hemp farms embracing regenerative approaches, the movement is poised to expand. As these farmers exchange techniques and insights through conferences, workshops, and cooperative networks, the potential for cleaner air, healthier waterways, and a more resilient agricultural sector becomes increasingly attainable.

Seed-to-Shelf Transparency: Tracing Oregon’s Hemp Flower Supply Chain

“In a rapidly growing industry, Oregon’s hemp producers are raising the bar for product quality and consumer confidence through “seed-to-shelf” transparency.”
How Local Regulations, Rigorous Testing, and Consumer Transparency Shape Product Quality

In a rapidly growing industry, Oregon’s hemp producers are raising the bar for product quality and consumer confidence through “seed-to-shelf” transparency. From the moment a hemp seed is planted to the final packaged product, every step of the supply chain is meticulously tracked, tested, and documented to comply with regulations set by the Oregon Department of Agriculture (ODA) and federal guidelines.

Hemp Flower Co., a regenerative farm nestled in the heart of the Willamette Valley, is one of several Oregon-based operations embracing this holistic approach. According to Michal P., Co-Founder of Hemp Flower Co., meeting the ODA’s stringent standards involves more than routine testing; it requires a deep-seated commitment to responsible cultivation and open communication with consumers.

“From our perspective, transparency begins long before the seeds go into the ground,” says Michal P. “We start by selecting high-quality, genetically stable hemp strains that thrive in Oregon’s climate. Every strain is documented for origin and authenticity, ensuring farmers, distributors, and end users know exactly what they’re getting.”

The Role of Rigorous Testing

One of the central pillars of seed-to-shelf transparency lies in rigorous laboratory testing. The ODA mandates that growers submit samples of hemp flower for potency, pesticide, and contaminant analysis to ensure compliance with both state and federal regulations. These tests verify that hemp products remain under the 0.3% Delta-9 limit set by the 2018 Farm Bill and are free from harmful pesticides or heavy metals.

“We perform multiple tests throughout the growing season and again just before harvest,” explains Michal P. “By doing so, we guarantee that our hemp flower meets both ODA and USDA standards for purity and safety. After harvesting, we maintain detailed batch records so customers can track a product’s journey back to its exact harvest date and lab test results.”

Labeling and Traceability Measures

In addition to stringent testing, labeling plays a crucial role in providing transparency. Every Hemp Flower Co. product undergoes a clearly labeled process: from lot numbers and QR codes on packaging to readily accessible laboratory reports hosted online. These features give buyers instant access to critical data, such as cannabinoid profiles and exact harvest information.

“Oregon’s labeling requirements are designed to reassure consumers,” says Michal P. “When a customer scans a QR code or reads a label, they should feel confident that they’re purchasing a compliant, high-quality hemp product backed by verifiable records.”

Building Consumer Trust

This seed-to-shelf methodology is more than a regulatory obligation; it’s a testament to the ethical standards driving Oregon’s hemp industry forward. By combining best-in-class cultivation practices with transparent recordkeeping, producers like Hemp Flower Co. aim to maintain a safe, trustworthy marketplace while highlighting Oregon’s leadership in hemp innovation.

Tenured Professors Bring Claims of Discrimination and Retaliation Against Kansas State University

MANHATTAN, Kan. – April 9, 2025 – Kansas State University tenured professors have brought claims alleging that Kansas State University violated state and federal anti-discrimination laws. All claims involve discrimination and retaliation within the University’s College of Arts and Sciences headed by Dean Chris Culbertson. The claims have been brought by University Distinguished Professor Dr. Yolanda Broyles-Gonzalez and Dr. Rebecca Bahlmann (Art Department). A third Professor has also filed a federal discrimination claim. The details will be released soon.

All of the professors claim that they attempted to communicate with Dean Chris Culbertson related to their respective issues, who proved unable to listen openly to their concerns and unwilling to weigh all sides regarding varied issues, such as longstanding and toxic patterns of dysfunction in their respective departments. In response to the professors raising their concerns, Culbertson intentionally disregarded a legally binding agreement regarding salary and failed to follow official Kansas State University policies expressly outlined by the University’s Policy and Procedures Manual, especially pertaining to mandated administrative review standards, faculty performance reviews, and procedural due process requirements.

The professors allege that the University has violated several federal and state laws, such as discrimination and retaliation on the basis of sex and race in violation of Title VII of the Civil Rights Act of 1964, discrimination and retaliation on the basis of disability in violation of the Americans with Disabilities Act of 1990, interference with and retaliation in violation of the Family and Medical Leave Act, breach of contract, and other Kansas anti-discrimination laws.

The professors feel strongly that Kansas State University should be investing tax-payer dollars in scholarships, along with minimizing its debt. Kansas State University should not be investing in the expensive defense of what the professors claim are illegal activities. Instead of using in-house attorneys employed by the University, Kansas State University is being represented by the Kansas City law firm Husch Blackwell to defend against the professors’ allegations, undoubtedly increasing the University’s taxpayer-funded budget deficit. As of June 2023, Kansas State University carries a budget deficit of $477.37 million, compared to $439.77 million in 2022.

DETAILS

Dr. Broyles-González holds appointment at the highest level: the title of University Distinguished Professor. She has committed her life to social justice and is a nationally and internationally renowned civil rights advocate and scholar. Dr. Broyles-González’s civil rights advocacy has received the highest honors, including at the White House for her advocacy work. The White House honored Dr. Broyles-González’s successful legal challenge against the University of California’s unequal pay of women and minorities. Dr. Broyles-González charges Kansas State University with breach of contract in conjunction with Dean Culbertson’s disregard for the hiring agreement that recruited her to Kansas State University in 2013, which specified the salary adjustment that would follow upon the end of Dr. Broyles-González’s administrative duties as department head. Dr. Broyles-González also challenges Dean Culbertson’s reappointment of Dr. Broyles-Gonzalez as Head of Social Transformation Studies in May 2023 and his erratic reversal less than four weeks later, without the benefit of any meaningful or legitimate investigation.

Dr. Bahlmann was recently promoted to Full Professor of Art, a promotion that then Art Department Head Mr. Matthew Gaynor and new Dept. Head Associate Professor Shreepad Joglekar and Dean Culbertson attempted to prevent. Also, just weeks after Dr. Bahlmann filed her complaints in federal court alleging violations of the Americans with Disabilities Act of 1990, Dean Culbertson immediately dismissed Dr. Bahlmann from the University (link). In doing so, Dean Culbertson removed Dr. Bahlmann’s access to her University email, demanded that Dr. Bahlmann have no communication with University employees or students, and ceased payment of Dr. Bahlmann’s salary and benefits, all in violation of longstanding and well-established Kansas State University policies and procedures. The American Association of University Professors has condemned the University’s pre-emptive dismissal of a tenured faculty member without due process, as described here (link). In March 2025, an unemployment judge granted her appeal to receive unemployment, stating that Claimant (Dr. Bahlmann) was discharged, but not for misconduct connected with Claimants work.

Dr. Bahlmann (artist name Hackemann) is a 2025 NSA Library of Congress Fellow and has an extensive art and scholarly career.

A MESSAGE FROM THE PROFESSORS

“We take these legal actions in order to improve the work environment for all who work and study at K-State. We want to see a university administration that honors its legal agreements, and that makes decisions and takes action in accordance with long established Kansas State University administrative policies, and principles of community. We thank the Manhattan community and the university community—faculty, students, staff—for the ongoing support of our legal efforts and of our vision of an equitable work environment. We thank our families and professional networks for unwavering support. We thank the distinguished American Association of University Professors for their involvement and condemnation of Kansas State University’s pre-emptive dismissal of a tenured faculty member (Dr. Rebecca Bahlmann) without due process. This egregious action is singular within America’s academic institutions. In summary, our legal actions are in defense of established university policies and federal laws that support a welcoming and productive college and university climate and culture.”
